Several years ago I bought a flare gun and a set of flares as a back up weapon for the hunt so I'm going to tell you a bit more about them, originally these 12 gauge flares came in a shell of 2 inches long and could be fired from single or double barrel shotguns as demonstrated by my than 50 year old cousin Bud showed me while I was in New York during my teen years learning to handle firearms which was a entertaining time.
The current shells are 3 and one quarter inches long from what I understand about the advancements of the development of firearms they now have a civilian shotgun that fires a 3 and half inches shell from both a pump action and semi-auto shotgun, which in my opinion is no small accomplishment.
The Flare gun is most likely constructed of fiberglass and reinforced plastic its 7 and one half inches long, and this model is made by Orion and it's a bright orange color with a raised black grip, the trigger in black and so is the cocking hammer, its operation is based on the single action basis of firearms of the early Old West in which the hammer is cocked first and than the trigger is squeezed, other than that the gun can not be fired, another aspect is the barrel is a break open similar to the Weatherbly as memory serves.
In which the breech in opened on a hinge and the bullets are loaded into the revolving cylinder and than closed and the weapon can be fired. An example on this is to watch the original Indiana Jones movies specifically The Last Crusade in which he is standing on the beach and opens pulls out his pistol and opens it and finds he has no bullets.
The groove of the shells are different as opposed to its original design of being 3 quarters of an inch across and stopping at the 2 inches length, the remaining 1 and quarter inch length and is smaller than 3 quarters of an inch across and it is my opinion that the designed was changed because many others tried to also use the guns and shells for less an nice purposes.
If the current flare gun is to be used as a personal weapon the inside of the barrel would have to be retooled and replaced with metal the same or nearly the same metal used in the manufacture of firearms or to locate on old double or single barrel shotgun and saw the saw the barrel down to make it a sawed of shotgun and make it illegal but than again how many of us really care about respecting the law in any state.
The current retail price I paid for this Flare gun with 4 shells was $38 at the local Walmart and $17 for and additional 4 pack of flare gun shells which was quite cheap and could have easily bought a small box of shotgun shells with it for around $20 for a box of 100 shells in the federal name brand which I've had excellent reliability with in the hunt.
Flares are highly flammable and in there solidified form contain Magnesium in particular these flares only have a burn time of up to 7 seconds, and its Brightness up to 16,000 candela.

Instructions for loading & launching:
1) For most effective use, fire only after sighting potential rescue vessel.
2) Break Launcher barrel open, insert Orion 12 Gauge HP aerial Flare and close launcher.
3) Hold launcher above eye level, point straight up, cock hammer and squeeze trigger. Repeat with second signal, fire in tandem.
It is recommended that when a rescue vessel is sighted one flare is to be fired, than a second immediately after the first.
*If the barrel does not fully close, Do Not Force It, check that the signal is pushed all the way into the barrel. If the barrel will still not close than carefully remove the signal, repeat step 2.
**If a signal does not fire after it has been fully placed in the barrel and the launcher is fully closed, the hammer in pulled back, and the trigger is squeezed, Do Not Immediately Open The Launcher. While rare, a hang-fire (delayed launches after squeezing the trigger) can be very dangerous. Point the launcher overboard towards the water, wait at least 5 seconds, than open launcher and replace signal, repeat step 2.
(Note here personal comment: I have fully tested all the shells for my flare gun by putting them in and closing the barrel properly and all of them fit as they are supposed to I suggest anyone who plans to buy this tool of the trade to test everything before use it, Also for there safety if you plan to use this for its intended use have some safety gloves in case of the hang-fire problem and disposal such as kevlar with burn resistant material also as the flare gun is a single action pistol the way to un-cock a revolver is to hold the hammer back and squeeze the trigger and very gentle let the hammer back down to rest against the striker. Use this same method with the Orion flare gun pistol but practice first with it unloaded these are not toys they are still considered weapons and even the misuse of a flare gun has killed people, the plasticied rubber bandolier holds a total of 6 shells)

The Coast Guard requires that all boats over 16 feet carry a minimum of 3 approved signals. Flares have expiration dates and must be replaced every 3 years! Failure to have flares or having expired flares could result in an $1,100 fine and put you in danger.
Safety Experts Recommend that you carry more than the minimum Coast Guard Requirement. All boaters should carry at least 4 Aerial and Handheld Signals. If you are a coastal or offshore boater the minimum should be 8 of each type signal plus a daytime smoke signal.
(Note personal comment: Outstanding like second helpings at dinner there's always room for more double up it may take up more space but to quote Michael Gross's character Burt Gummer from the Tremors movies and short lived TV series "When you need it and don't have it, you sing a different tune." And should you ever be caught at sea being chased by "Bad guys" via boat and you have extra fuel tanks, dump your flammable cargo and watch them float near them and ignite them using your well placed flare gun shot and watch the "Bad guys" die that tidbit brought to you originally by Sean Connery as James Bond in From Russia With Love, Roger Moore also playing James Bond destroys a Russian helicopter that is chasing him using a flare in the beginning of A View To A Kill)
What type of flares should I carry on my boat? First determine what type of boater you are, and carry the appropriate types of signals.

The Flare Gun is a nuisance tool in the radical movement it causes a disturbance and causes people like the cops to investigate it, but let us not forgot that it also burns on impact as there is a reason it glows red hot so lets look at this tool in a few ways I gave the example of James Bond using it to blow up his enemies while they are chasing him by sea, Angielina Jolie used it in the movie Hackers as her "Subway Defense" a normal person if they saw anything resembling a gun shoved near them have the good sense to back up in the movie Blue Streak the character played by Martin Laurance uses a flare gun as a weapon found in a police car to force a car off the road.
Recently I found on the website www.budk.com that they have metal flare gun inserts that will allow a person safely fire a 22 caliber bullet and a 410 gauge shotgun round the prices range from $30-$50 but it only holds one round at a time, this would make it an effective personal weapon for combating the supernatural.
